Jerome ``Jay'' Justin Gagner Jr., 46, passed away Oct. 20, 2001. 
   Born in Franklin, he was a son of the late Jerome Justin Gagner Sr. and Mildred Heath Gagner. He was a U.S. Marine Corps veteran. 
   Survivors include three sisters, Kathy Panikowski and her husband Jim of Courtland, Beth G. Buist and her husband Mark of Powder Springs, Ga., and Ceclia G. Jernigan of Dallas, Ga.; two brothers, Kevin W. Gagner of Courtland and Chris J. Gagner and his wife Gail of Nazareth, Pa.; two nieces, Amy Panikowski and Leigh Buist; two nephews, Justin Panikowski and Heath Gagner; and many aunts, uncles and cousins. 
   A graveside funeral will be conducted at 11 a.m. Friday in Southampton Memorial Park with the Rev. Edward C. Johnson officiating. The family will receive friends from 7 to 8:30 p.m. Thursday at Wright Funeral Home and suggests that memorials be made to the American Red Cross, 700 London Blvd., Portsmouth, VA 23704.
