Mr. Lilley was born in New Orleans, La., and was the son of the late James N. and Beulah Baker Lilley. He was a Navy veteran of World War II and received his bachelor of electrical engineering degree from the Georgia Institute of Technology. He was retired as a registered and professional engineer for Union Camp Corporate Engineering after 36 years of service. He was a member of Emmanuel Episcopal Church. Survivors include his wife, Bette Dean Lilley; one daughter, Candice Lilley Ferguson and her husband Bruce of St. Louis, Mo.; one son, N. Charles Lilley Jr. and his wife Mary of Franklin; four grandchildren, Todd Lee Shirley, Traci Lynn Shirley, Charles Loomis Ferguson and Thomas Benton Ferguson. A graveside memorial service will be conducted at 11 a.m. Tuesday at Poplar Spring Cemetery by the Rev. Edmund Pickup.
