Obituary of Frances Hall "Frankie" Lowe FRANCES HALL LOWE Virginian-Pilot, The (Norfolk, VA) - Wednesday, January 15, 1997 Frances Hall ``Frankie'' Lowe, 70, of the 23000 block of Scottswood Drive died Jan. 14, 1997, in Southampton Memorial Hospital. Mrs. Lowe was born in Parkersburg, N.C., and was the daughter of the late John Allen and Pattie Williams Hall. She was the widow of William Mitchell Lowe and a member of High Street United Methodist Church. She is survived by a daughter, Shea L. Beaver and her husband, Harold, of Suffolk; a son, William Allen Lowe and his wife, Carolyn, of Franklin; two sisters, Gail H. Tawney and Ruby H. Morris; brother, Charles D. Hall, all of Franklin; and five grandchildren, Carrie, Kevin, and Erin Lowe, Kelsey Daughtrey and Jacob Beaver. She was predeceased by a sister and two brothers, Irma Bell and Elmer and Jack Hall. A graveside funeral will be conducted at 2 p.m. Thursday in Southampton Memorial Park . The family will receive friends in the residence and suggests that memorials be made to the Texie Camp Marks Children's Center, 700 Campbell Ave., Franklin, Va. 23851 or a favorite charity.
