Mr. Watkins was born in Franklin and was the son of the late B.T. and Gustava Powell Watkins. He was predeceased by his wife, Maryann Thorsen Watkins, who died Dec. 4, 1988. He was a 1943 graduate of Franklin High School and was an Army Air Corps veteran of World War II. Mr. Watkins was a graduate of Virginia Tech and was retired as a civil engineer for Dillingham Corp., based in Waimanalo, Hawaii, where he lived most of his life. He was a member of High Street United Methodist Church. Survivors include a daughter, Ann Watkins of Colorado; three sons, Karl T. Watkins of Nevada, and William W. Watkins and Benjamin T. Watkins III, both of Hawaii; and two grandchildren. A graveside memorial service will be conducted at 11 a.m. Saturday in Poplar Spring Cemetery by the Rev. David Erickson.
